Russia: Amendments to the Customs Union Decision on Plant Quarantine

On February 12, 2016, the Eurasian Economic Commission (EEC) adopted amendments to the Customs Union Decision No. 318 of June 18, 2010 “On Assurance of Plant Quarantine in the Customs Union,” the major document of the Customs Union, now the Eurasian Economic Union, on the phytosanitary control on the territory of the Union and on the customs boarders of the Union. The Amendments change the words “Customs Union” to the “Eurasian Economic Union [1] ” through the text, and correct some definitions, including the definition of the phytosanitary certificate. The Amendments came into force on April 17, 2016. The draft of these amendments was not reported to the WTO.
