Russia: Renewed Temporary Export Ban on Some Hides and Skins

On September 20, 2017, the Russian Government issued Decree No. 1130 imposing a temporary export ban on hides and skins which fall under EAEU HS codes 4104 11 and 4104 19 from October 5, 2017, until April 5, 2018. According to the Government decree, both items are critical for the domestic market, in particular, for state defense needs. The measure is, in fact, the fifth 6-month extension of the original export ban on the same items first introduced in October, 2014. As of the date of publication of this report, FAS/Moscow does not believe this measure has been notified to the World Trade Organization.
