China: WTO Notification of Saw Ginned Cotton Standard

On November 14, 2022, China notified a revised draft for the “National Standard of the People's Republic of China (PRC) Cotton—Saw Ginned Upland Cotton” to the World Trade Organization (WTO) Technical Barriers to Trade (TBT) Committee. The PRC requested WTO members submit comments in 60 days. This standard will replace GB 1103.1 - 2012 Cotton - Part 1: Saw Ginned Upland Cotton.

Senegal: Cotton and Products Update

Marketing Year (MY) 2022/23 (August to July) is characterized by high pest infestation of cotton leafhoppers, known commonly as jassids, in Mali, Burkina Faso, and Senegal. Post forecasts the harvested area in all three countries to fall back to the previous year level, 1.33 million hectares (MHA) due to abandoned area caused by this infestation and excess rainfall.

FAS Mumbai estimates marketing year (MY) 2022/23 India cotton production at 27.5 million 480 lb. bales, on 13 million hectares. Widespread planting of unapproved hybrids in Central India is likely to improve yields due to its shorter maturity duration which will allow for fewer heavy infestations of pink bollworm.

While output is unchanged, the 2022/23 harvested area is reduced to reflect the abandoned fields in key production areas of Sindh due to last summer’s flooding. The import forecast is increased to reflect the need to supplement the decline in domestic availability.

Mexico: Cotton and Products Update

Cotton consumption in marketing year (MY) 2022/23 is forecast at 2 million bales, slightly lower than previously forecasted, a decrease which is projected to reduce imports of U.S. cotton.
Effective February 1, 2023, Hong Kong will ban cannabidiol (CBD) products. The newly amended regulation will prohibit the manufacture, import, export, supply, sale, possession and transshipment of any products containing CBD in the city, regardless of quantity.

Irrigation water limitations in the Guadalquivir basin resulted in lower area planted to cotton for MY 2022/23 and a significant drop in yields. Cotton production has also been negatively affected by pest incidence. Industry sources argue that Spanish farmers should be eligible for cotton specific support despite the reduction in yields.

Post forecasts 2022/23 cotton area planted at 1.65 million hectares (ha), an increase of just over one percent from the 1.63 million ha cotton area estimate for 2021/22. Post’s forecast is based on expectations that despite challenges, such as risings costs and tightening margins, Brazilian producers are optimistic about the crop’s prospects, and eager to continue growing the sector.
