CONTAINERIZATION REQUIRED: CARRIER MUST CERTIFY THAT EACH CONTAINER UTILIZED TO LOAD MFK CARGO IS: (A) IN WIND AND WATER TIGHT CONDITION; (B) NOT MORE THAN TEN (10) YEARS OLD; AND, (C) NOT A SALVAGED CONTAINER OR MUSTERED OUT FROM REGULAR SERVICE. AS A CONDITION OF PAYMENT, CARRIER MUST PROVIDE BKA A FGIS SURVEY REPORT ATTESTING TO THE SATISFACTORY CONDITION OF CONTAINERS. SURVEY IS TO BE PERFORMED PRIOR TO LOADING MFK CARGOES. THE RUSF MUST BE LOADED TO THE CONTAINER AT ORIGIN AND THE SAME CONTAINER DELIVERED TO THE DESTINATION WAREHOUSE, NO TRANSLOADING.
DELIVERY BASIS US FOOD AID BOOKING NOTE TERMS 2(C)(i) – CAP-HAITIEN, HAITI. THE CARGO IS TO BE DELIVERED IN THE CARRIER’S CONTAINER TO THE DOOR OF THE RECEIVER’S/CONSIGNEE’S WAREHOUSE(S) LOCATED OUTSIDE THE PORT AREA. THE RECEIVER/CONSIGNEE IS RESPONSIBLE FOR THE UNLOADING OF THE CARRIER’S CONTAINER AT THE NOMINATED WAREHOUSE(S). THE CONTAINER MUST BE DISCHARGED FROM THE VESSEL AT CAP-HAITIEN. BIDS VIA PORT AU PRINCE WILL NOT BE ACCEPTED. THE COMMODITY MUST REMAIN IN THE SAME CONTAINER THRU TO THE FINAL DESTINATION WAREHOUSE (S) AT CAP-HAITIEN.
EVALUATION: PROPOSALS WILL BE EVALUATED BASED ON THE 2(C)(i) AS OUTLINED ABOVE. ALL-INCLUSIVE LUMP SUM RATES PER 20’CONTAINER.
THE CARRIER IS RESPONSIBLE FOR CARGO SECURITY AND INTEGRITY WHILE IN THE CARRIER’S CARE AND CUSTODY.
CARGO TO BE UNLOADED AND DELIVERED INLAND DURING NORMAL PORT AND WAREHOUSE WORKING HOURS. NO NIGHT OFFLOADING OR INLAND DELIVERIES UNLESS AGREED UPON WITH THE RECEIVER/CONSIGNEE.
OFFERS MUST BE FOR NAMED VESSEL(S) AND INCLUDE REASONABLE AND ACCEPTABLE LOADING SCHEDULES AND TRANSIT TIMES IN ORDER TO BE CONSIDERED RESPONSIVE. OFFERS FOR CARRIAGE VIA VESSELS NOT IN A REGULARLY SCHEDULED LINER SERVICE MUST PROVIDE VESSEL'S ITINERARY AND CURRENT POSITION. ADDITIONALLY, SUCH OFFERS SHOULD INCLUDE FULL PARTICULARS ON VESSEL OWNER'S COMPANY INCLUDING OFFICERS, ADDRESS AND BANK REFERENCE.
CENTRAL AMERICAN/CARIBBEAN BARGE CLAUSE:
IF A BARGE IS OFFERED FOR SERVICE, IT MUST BE OF SUCH A TYPE TO ADEQUATELY PROTECT THE CARGO, EITHER BY DESIGN, SUCH AS A HOUSE OR MULTI-DECK BARGE, OR BY USE OF PERMANENT BIN WALLS, PROVIDED THE COMMODITY IS CONTAINERIZED. THE USE OF OTHER DECK BARGES IS PERMITTED AS A PILOT PROJECT PROVIDED THE DECK BARGE IS CONTAINER-FITTED WITH RIGID LASHING GEAR AND AUTOMATIC TWIST LOCKS.
ALL VESSEL SUBSTITUTIONS MUST BE APPROVED BY USDA/FAS. THE PROPOSED SUBSTITUTE VESSEL MUST BE OF THE SAME SERVICE CATEGORY AS THE ORIGINALLY AWARDED VESSEL. THIS APPLIES TO BOTH U.S. AND FOREIGN FLAG VESSEL SUBSTITUTIONS. THE PROPOSED SUBSTITUTE VESSEL MUST ALSO APPEAR ON THE APPLICABLE MARITIME ADMINISTRATION U.S. OR FOREIGN FLAG VESSEL LIST WHICH CAN BE ACCESSED USING THE FOLLOWING URL:
