Algeria is one of the leading consumers and importers of dry milk powder worldwide. The government has prioritized improving Algeria’s dairy domestic production to reduce reliance on imports. In line with this strategy, Algeria imported less milk powder in CY2021.

On October 10, 2022, the Ministry of Health and Family Welfare/Food Safety and Standards Authority of India (FSSAI) issued Order F. No. TIC-B02/2/2022-IMPORTS-FSSAI. The FSSAI order requires the mandatory registration with the competent authority of jurisdiction of the country of export, of all foreign food manufacturing facilities intent on exporting milk and milk products; meat and meat products; egg powder; infant food; and nutraceuticals to India.

On September 23, 2022, the General Administration of Customs of the People’s Republic of China (GACC) published 2022 Special Announcement Number 88 amending the customs clearance declaration requirements for importers or consignees of non-cold chain products to require a declaration on whether “preventive disinfection has been implemented” (according to the “Standards for On-site Disinfection Evaluation During the COVID-19 Epidemic” (WS/T 774-2021).

On August 17, 2022, the People’s Republic of China (PRC), National Health Commission (NHC) released an updated Catalogue of National Food Safety Standards. The updated list features 1,455 standards covering food products, additives, quality specifications, testing methods, and production practices. This report provides an unofficial translation of the Catalogue.

SENASA and ARSA have made significant progress in expediting import procedures with the introduction of on-line options for requesting import permits, sanitary authorizations of imported raw materials, etc. that provides immediate electronic delivery to ports of entry. They also authorized in 2021 a private logistics hub that includes SENASA and Customs Clearance.

On October 19, 2022, the Government of Mexico published a decree to temporarily exempt select importers from payment of import duties for certain goods and to facilitate administrative procedures as applied to the importation of select basic goods (mostly food items).

Fluid milk production will be up slightly in 2023 as a greater number of heifers enter milk production. Demand for dairy products in the hotel, restaurant, and institutional food service industries will be pushed by an influx of foreign tourists, although surplus drinking milk will still be diverted to further processing into butter and non-fat dry milk for which ending stocks will finish higher in 2022.

Taiwan MY 2023 fluid milk production is forecast to increase to 465,000 MT. During the supply chain disruptions resulting from the COVID-19 pandemic, milk imports declined by 17 percent in MY 2021, pushing local producers to exceed production expectations to meet high demand.

Export prices decreased 2-8 percent as new-crop rice supplies began entering the market.
